At really is not needed include any CSS/JS specific for. The CSS for image hotspots it’s inside the theme-elements.css file, that’s a core theme file and always should be included in all pages. The JS is from Bootstrap 4 (bootstrap.min.js and popper.min.js), both core files and should be included in all pages.
If even so the image hotspots it’s not working at your end, please send a online test link with your website for us, so we can inspect your code and discover where is the issue.
