1) To enable lazy load at revolution slider images, please follow the instructions here:

Preloader & Lazy Loading

2) Unfortunately the template do not comes with a script to lazy load JS scripts. Probably the best way is manually/programmatically include the needed scripts on the page. For example if you have a carousel on the page, then you load the owl.carousel script. Another good idea is minify/compress all JS files in a single minified file.
