“Fully functional ecommerce” not. With Porto Admin you will have static HTML/CSS/JS ecommerce admin pages that you can use as start for you project. These pages are static and not fully functional. This works for all admin HTML templates for sell on ThemeForest. This mean you will need create your own solution/backend code to make a fully functional ecommerce website.
